Regulation Relating to Discipline, Conduct, Welfare and Code of Honor for the Students of the University and its Affiliated Colleges

1. SHORT TITLE These Regulations may be called the Peoples University of Medical & Health Sciences (Students Discipline, Conduct, Welfare and Code of Honor) Regulations 2012.
(i) The Regulations shall come into force with immediate effect.
(ii) These Regulations shall apply to the students of PUMHSW, Nawabshah (SBA).

2. GENERAL DISCIPLINE AND CODE OF HONOUR
Every student, including students residing in a hostel, shall observe the following Code of Honor.
• The College expects its students to strive for the acquisition of attributes that benefit objectives of PITH. These attributes, in turn should be reflected in their everyday behavior, attitude and attire.
All students are expected to show high standards of honesty, morality, and discipline.
• Students will always respect the rights and privileges of all members of PITH and the hospital and abstain from conduct that might damage the reputation of PITH and that may lead to the disruption of any academic program of the College.
• Students are expected to show tolerance, understanding and respect to others while sharing their point of view. In case of any misunderstanding with peers, faculty members or college authorities’ discussions and open exchange of view is encouraged.
• Students are expected to be respectful to members of the opposite gender and be cognizant of Pakistani cultural norms in cross gender interaction at all times. In addition, they will refrain from any behavior that can be interpreted by others as harassment.
• He/She must be faithful in his/her religious duties and respect the convictions of others in matters of religion and customs.
• He/She must be loyal to his/her country Pakistan and refrain from doing anything which tends to lower its honor and prestige.
• He/She must keep clean in body and mind, standing for clean speech, clean sports, and clean habits.
• He/She shall help her fellow beings, especially those in distress.
• He/She must devote himself/herself faithfully to his/her studies.
• He/She must observe austerity and protect public property.

Following conditions will be considered as offense to the institution and will be dealt according to disciplinary policies:

The following among others, shall constitute acts of indiscipline, for which actions may be taken against a student or students concerned by the officers mentioned in Regulations 2012.
Breach of public morals, such as:

Use of indecent or filthy language, Use of immodest dress, Use of undesirable remarks or gestures, Disorderly behavior, such as shouting, abusing, quarrelling, fighting and insolence.

1. Defiance of any University authority.
2. False personification or giving false information or willful suppression of facts, information, cheating or deceiving.
3. Beating or assault on students, faculty or clients or member of staff.
4. Any form of unauthorized rallies, demonstration, or any sort of organized obstruction against student/college, hospital function in any manner whatsoever.
5. Malicious acts, thefts, willful damage, or misuse of college property & the property of fellow students or teachers or employe of the university.
6. Unauthorized housing of persons in the hostel or other building in the university.
7. Cheating, plagiarism, or the use of unfair means in examination or any other academic setting, the student will be assigned zero credit in that paper/assignment.

8. Possession, use and display of firearms, drugs, alcohol, or other contraband items in campus or at university related events.
9. Commit criminal, immoral, or dishonorable act within or outside the University Campus Prejudicial to the interest and reputation of the University.
10. In case a student is involved in any illegal or criminal case, the concerned student will be responsible for putting up his/her defense.
11. “ZERO TOLERANCE TO AGGRESSION”
12. Collect money or receive donation(s) or pecuniary assistance for or on behalf of the University or any University organization except with the written permission of the Vice Chancellor.
13. Neglect his/her work habitually or absent from class without reasonable cause or permission of the relevant officer of the University.
14.Do not comply with the Regulations relating to residence in the hostels or hall of residence or the Regulations relating to the wearing of prescribed uniform or academic dress.
15. Do not pay fees, fines or other dues levied, within time, under the University Statutes and Regulations.

OFFICIALS RESPONSIBLE FOR THE MAINTENANCE OF DISCIPLINE
Members of the teaching staff and Director Administration in general and Provost and hostel Warden of Peoples University of Medical & Health Sciences for women, Shaheed Benazirabad, shall be responsible for the maintenance of order among the students, while under their charge, and disorderly behavior must be dealt with promptly.

DISCIPLINARY ACTION PROCEDURE:

Written complaint against the defaulter from students/ complainant to chairperson.
• Chance of defense in shape of explanation in writing by the defaulter.
• Based on information from different sources, decision would be made by disciplinary committee whether it is a minor or major infraction.

MINOR INFRACTIONS/OFFENSES:

It includes irregularities, absenteeism, defamation of profession and institution, for example blackmailing in newspapers, negative projection, plagiarism, breaking rules and damage of property etc.
• For minor infraction three written warnings will be issued, if there is no improvement then the case will be treated as a major infraction.

MAJOR INFRACTIONS/OFFENSES:
Major infractions/ offenses include theft, malpractice, misconduct, strikes, involvement in politics, unethical attitude with patients, addiction, suicide attempts, medication errors, cheating in examination and harassment etc.

PENALTY FINAL DECISION OF PENALTY COULD BE EITHER:

Punishment or penalty for any of the offense mentioned under the proceeding Regulations shall be awarded according to the gravity of the case, and may be anyone or more of the following:
1.
Written warning and consent from the parents to not repeat the same offence in future.
2.
Record an adverse remark in the Black Book maintained by the Chairman / Provost.
3.
Fine which may amount to a maximum of Rs.10,000/-
4.
Expulsion from the Class, Hall or Hostel for a specified period not exceeding six months.
5.
Demoting six months back in the program/Detention from examination.
6.
Termination from the Program/Blacklisting from the institution.
7.
Cancellation of examination results or withdrawal of a certificate granted.
8.
Withdrawal of the concession of free or half free ship and or cancellation of scholarship granted by the University.
9.
Expulsion or rustication from the University for a specified period or for good.
10.
Provided that no punishment shall be imposed without giving an opportunity to the student concerned to Show Cause and a chance to hear and defend her, if She, so desires.

AUTHORITIES OF COMPETENT TO IMPOSE PENALTIES:

The authority to impose punishment or penalty shall be exercised by the officers to the extent given below and shall be recorded in the Enrollment Register maintained by the administrative officer.
(I)
THE VICE CHANCELLOR, PUMHSW, Shaheed Benazirabad may:
(a)
Fine a student up to Rs. 10,000/- for each offense and deprive him of privileges and positions open to students.
(b)
Detain a student from appearing in a university examination.
(c)
Cancel the admission of a student or refuse to admit a student without giving any reason.
(d)
Direct a Director Admission to cancel the admission or not to admit a student.
(e)
Cancellation of University Scholarship, and
(f)
Expel or rusticate a student for a specified period or for good.

(II)
THE DIRECTOR ACADEMIC/ADMINISTRATION, PUMHSW, Shaheed Benazirabad may:
(a)
Fine a student up to Rs. 5,000/- for each single offence.
(b)
Expel a student from the University for a maximum period of one month.
(c)
Withhold character certificate of a student and make an adverse report to the Vice Chancellor.

(III)
THE DEAN OF CONCERNED FACULTY / CHAIRMAN OF DEPARTMENT may:
(a)
Fine a student up to Rs. 5,000/- for each 1 single offence and expel a student from the Department for a week.
(IV) HOSTEL PROVOST may:
(a)
Fine a student up to Rs. 2,000/- for each 1 single offence and expel a student from a Hall or Hostel for a specific period or for good.

FUNCTIONS OF DISCIPLINE COMMITTEE:

The Discipline Committee of the University shall deal with such serious cases of indiscipline as may be referred to by the Vice Chancellor and punishment in such cases shall be imposed on consideration of the recommendation of the Committee.
Provided that no punishment shall be imposed without giving an opportunity to the students concerned to Show Cause and a chance to hear and defend herself, if she so desires.

WELFARE COMMITTEE FOR STUDENTS:

Each department of Peoples University of Medical & Health Sciences for women, Shaheed Benazirabad, shall set up a welfare Committee to keep in touch with the students and deal with their problems and look after their welfare in general. The members of this Committee shall be nominated by the Chairman / In-charge of teaching departments with the permission of Vice Chancellor, PUMHSW, Shaheed Benazirabad.
